Hummm consigo pensar em alguns motivos, embora nenhum tenha muita lógica. Vejamos:
1º - Porque sempre se fez assim e já se deixou de perguntar pk começou;
2º - Porque as finanças têm de apresentar elevado numero diário de fregueses;
3º - Para os "fregueses" terem um motivo para se queixar nesse dia;
4º - Porque sim.
Ora ai está uma questão que merece reflexão.
Quando agora se apregoa com as 333 medidas espera-se que uma delas seja efectivamente acabar com situações de duplicação.
por que não haver um número único para os registos dos prédios?
Se os prédios são criados a partir de decisões Municipais;
Se os prédios são alterados por decisões municipais;
Por que não haver nos Municipios um registo dos prédios, com regras de natureza nacional?
Acabava-se com o registo nas CRP e nas Finanças.
